"2. What is meant by the recurring (with variations) phrase, "We have put a seal on their [the unbelievers'] hearts"? Does this mean it is literally impossible (in some cases) for unbelievers to accept Allah? Doesn't this break the rule that humans have freedom of choice?

One of the verses you referred to is the following verse:

{God has sealed their hearts and their ears, and their eyes are covered. They will have great torment.} (Al-Baqarah 2:7)

A proper understanding of this verse is possible only when we consider the context. Read the previous verse too:

{As for those who disbelieve, it makes no difference whether you warn them or not: they will not believe.} (Al-Baqarah 2:6)

When we read the verses together, we can see that the seal Allah set on the hearts of those who disbelieve is the result of their own deliberate act of disbelief.

That is to say, it is only those who intentionally close their hearts to the truth when they hear it, only their hearts are sealed so that by their own act they forfeit any chance for belief.

This means that Allah does not deliberately seal anyone's heart. The interpretation of the verse 2:7 suggesting that Allah deliberately prevents the disbelievers from believing is wrong, as it is not in agreement with other verses in the Quran, such as the following:

[He does not wrong anyone by as much as the weight of a speck of dust: He doubles any good deed and gives a tremendous reward of His own.] (An-Nisaa 4:40)

The foregoing means that Allah does not deliberately prevent people from accepting Him. Also, what He has given to humans—namely freedom of choice—with one hand, He does not take away with the other."
